JOIN CARE NORWAY’S CONSULTANCY POOL FOR PROGRAM DEVELOPMENT 2025/26

1. Title of the consultancy

Program Development Consultant

2. Introduction and background

CARE Norway is a Norwegian-based development and humanitarian aid organization that works for women's and girls’ rights and opportunities in several of the world's poorest countries. CARE Norway also contributes with emergency assistance when disasters and emergency situations strike. CARE Norway is a member of CARE International.

With a dual mandate, CARE Norway currently works across 10 countries with development and humanitarian programming, including Afghanistan, Burundi, Democratic Republic of Congo, Mali, Myanmar, Niger, Palestine, Rwanda, Syria, and Uganda. CARE Norway integrates gender equality across all programming. Our core thematic priorities include but are not limited to: Civil Society Strengthening, Women’s Economic Justice, Food Security & Livelihood, Protection including gender-based violence, Sexual Reproductive Health and Rights, and Education in Emergencies.

CARE Norway seeks to establish a pool of Consultants that can support with program design, planning, reporting, lessons learned or best practices for the period of 2025-2026. The purpose is to have a pool of pre-approved Consultants that can support when there are peaks in the workload and on short notice through a simplified procurement process. CARE Norway intends to recruit 3 consultants to its pool.

CARE Norway is inviting consultants interested in being a part of our consultancy pool to express their interest by sending an application.

3. Purpose and scope of consultancy

The Consultant(s) will work closely with advisors in CARE Norway’s International Department, as well as advisors and staff in relevant country offices, including partners, towards the development of quality program design. The work includes leading or supporting proposal development and/or reporting processes, including results framework development, narrative write-up, implementation plans, and supporting work on required annexes. The Consultant(s) may also be expected to support with budget development. Other tasks could be added depending on the requirements and needs and will be agreed on per assignment.

4. Examples of key tasks and responsibilities

  • Work closely with CARE Norway and Country Office(s) (and partners, if applicable) to coordinate, facilitate, and consolidate inputs to proposals and/or reporting.
  • Draft key text sections of the narrative of proposals and/or reports based on inputs from the Country Office and/or partners.
  • Work with relevant staff at the Country Office, including MEAL staff, to compile the results framework using relevant donors’ and CARE International’s required indicators.
  • Support compile mandatory and other annexes to the proposal (e.g., maps, needs assessment reports, etc.).
  • Take part in coordination meetings within CARE and Partners during the application/reporting process.

5.Duration and timeline

The Consultant(s) will initially be pre-approved for a period of 24 months from selection (2025-2026). CARE Norway do not have overview over all potential calls for proposals in this period but will strive to divide proposal workload across the pool of selected consultants. The duration of a proposal development process will depend on the nature of the call. A typical assignment will require the Consultant(s) to be available for a period of up to 20 days per proposal.

6. Competency of consultants

  • Experience with humanitarian and/or development program design, proposal development and reporting.
  • Experience with documenting learning and best practices.
  • Experience with MEAL, including Theory of Change and results frameworks
  • Experience with key funding partners such as Sida, Norad, DG ECHO or DG INTPA
  • Experience from CARE Norway’s priority countries
  • Experience from CARE Norway’s thematic priorities, including basic needs/cash and voucher assistance, protection, and humanitarian standards and preparedness
  • Basic understanding of budgeting in proposal processes.
  • Excellent communication, coordination, and faciliation skills
  • Excellent writing and analytical skills
  • Fluency in English, advantage with French

8. Evaluation criteria

The bids will be evaluated based on the following criteria:

  • Consultant’s technical capacity, as described in section 6 (70%)
  • Consultant’s financial fee (30%)
