CARE Norway is looking for an external consultant

We are seeking external consultancy services to update and revise the existing organizational capacity assessment tool that we use in our program.

CARE Norway developed the organizational capacity assessment tool around 2016 to support and systematize the processes identification of capacity needs of Civil Society Organizations and to monitor progress. The tool now needs to be revised to be relevant for the next phase of the program.

Objectives of the consultancy

  • Lessons learnt from the use of the current capacity assessment tool are documented and recommendations for the revision proposed.
  • Best practices from similar tool (already listed in an earlier mapping by CARE) which are relevant for addressing the changes needed are documented and reflected in the approved recommendations.
  • The capacity assessment tool is revised according to these ToRs and to the approved recommendations, complete with guidelines and annexes, including a template for capacity strengthening plan.

Expected qualifications of consultant(s)

  • Min. 5 years’ experience with international development work and context sensitivity.
  • Documented experience with organizational development and capacity strengthening of national organizations (experience with working with Women-Led, Women’s Rights organization or other organizations of marginalized groups will be an advantage).
  • Experience in designing participatory consultations through various channels, such as online surveys, Key-Informant interviews, Focus Group interviews, etc.
  • Fluency in oral English and French, excellent formulation skills in written English required.
  • Familiarity with gender transformative approaches and with work for gender equality in general.
  • Excellent skills in collecting, organizing, analyzing, and synthetizing large quantities of data.
  • Experience with due diligence, compliance and MEAL will be valued.
