Information about CARE Norway

CARE Norway (CN) was established in Oslo in 1982 and is one of 19 Members of the CARE International Confederation (CI). In fiscal year 2025, CARE International and partners worked in 121 countries. In line with CARE’s global mandate, CARE Norway is working on both long-term development and humanitarian projects.

A global team, hosted by CARE Norway on behalf of the CARE International Confederation, supports the achievement of the impact goal that “50 million women have more equitable access to and control over economic resources and opportunities” by 2030. The consultant will serve this strategic impact goal by collaboration with CARE Norway, member of the CARE Confederation, and country offices implementing programmes on the ground.

Objectives of the assignment

CARE Norway seeks to engage a consultant that can support with coordinating CARE’s global work for this impact area.

Scope of the assignment

The Global WEJ Coordinator consultant will coordinate, provide oversight and communication, and deliver on technical support for the WEJ impact area on behalf of CARE Norway and the CARE International Confederation (CI).

The consultant will require advanced understanding and experience of how markets, economies and welfare systems can work better for women. Key CARE models and approaches are Village Savings and Loans Associations (VSLAs), women’s entrepreneurship, dignified work, financial inclusion, resilient markets and advocacy to make markets and the economy work for women.

The Global WEJ Coordinator will need to develop ways of working with other experts across CARE International and with the global WEJ MEAL and advocacy experts. The Global WEJ Coordinator will also establish relationships with colleagues in CARE Country Offices, to provide them with guidance, systems and tools to facilitate reaching CARE’s Vision 2030 and bring WEJ activities to scale and achieve impact. The role does not involve direct staff management but the coordinator will work with colleagues across the confederation to catalyse impact, improve programs and build capacity.

Deliverables and main activities

  • Support to CI in the global coordination of the Impact Area in close collaboration with CN and other key stakeholders among CARE International Member Partners (CMPs) and Country Offices (COs).
  • Support the advisory council in staying engaged and having oversight over the impact area and the progress towards global targets.
  • Develop new programmatic approaches for the impact area, including private sector collaborations, market-based approaches, value chain development and innovations that are inclusive for women and addresses the unpaid care-economy.
  • Share results, and knowledge products within the confederation.
  • Contribute to the learning agenda of CN’s Norad funded program Powered by Women in collaboration with CN’s advisors.
  • Quality assure country strategies and support resource mobilizations for selected Country Offices and CMPs.

A more detailed workplan with outputs will be developed on a monthly basis. The workplan can be adjusted according to demands from CO and/or CMPs for support and advice.

Timeline for the assignment

The consultant will be invited to this role for up to 11 months (February 1st to December 31st, 2026). The assignment will need to include between 160-200 working days and is limited to a total maximum payable of NOK 720 000 per year. CARE Norway will pay taxes in Norway for this consultancy on top of this amount.

Expected qualifications of consultant

  • Master’s degree in field, such as for example business and administration, welfare economics, or related social sciences.
  • Minimum 10 years of relevant work experience
  • Proven ability to network and influence in large and complex organizations
  • Experience in engaging with high-value donors and stakeholders
  • Excellent oral and written communication skills in English
  • Skills in French/Spanish/Arabic language considered an advantage
  • Strong self-management and direction.
  • Proactiveness and strong collaborative skills.
  • Ability to function in complex, changing environments, and to work with diverse and remote staff.

Evaluation criteria

The applications will be evaluated based on the following criteria:

  • Consultant’s technical capacity, as described in this Terms of Reference (70%)
  • Consultant’s financial fee (30%)
