MEAL consultancy services – Call for applicants

CARE Norway seeks to engage a consultant that can support with monitoring, evaluation, accountability and learning within the field of economic rights and opportunities for women and girls.

These programs seek to make the market and value-chain work for women and girls and includes activities such as village saving- and loan associations, entrepreneurship, digital financial inclusion, access to capital, dignified work, and addressing barriers in society that hinders women’s economic opportunities, participation and rights.

Information about CARE Norway

CARE Norway was established in Oslo in 1982 and is one of 19 Members of the CARE International Confederation (CI). In fiscal year 2025, CARE International and partners worked in 121 countries. In line with CARE’s global mandate, CARE Norway is working on both long-term development and humanitarian projects (see care.no for more details).

A global team, hosted by CARE Norway on behalf of the CARE International Confederation, supports the achievement of the impact goal that “50 million women have more equitable access to and control over economic resources and opportunities” by 2030. The consultant will serve this strategic impact goal by collaboration with CARE Norway, member of the CARE Confederation, and country offices implementing programmes on the ground.

Objectives of the assignment

CARE Norway seeks to engage a consultant that can support with monitoring, evaluation, accountability and learning for this impact area.

Scope of the assignment

The MEAL consultant supports CARE Norway and CARE International to manage global results and impact, capture learning, accountability, and knowledge management. To this end, CARE Norway seeks to bring in technical expertise to fulfil this role.

The consultant will require advanced understanding and experience of emerging monitoring and evaluation trends, learning and accountability. Key themes are Village Savings and Loans Associations (VSLAs), women’s entrepreneurship, dignified work, financial inclusion, value chain, resilient markets and advocacy to make markets and the economy work for women.

The Global WEJ MEAL advisor will need to develop ways of working with other experts across CARE International as well as establishing relationships with a variety of colleagues in CARE Country Offices, to provide them with guidance, systems and tools to facilitate high-quality MEAL. The role will not directly manage other staff and will be highly skilled in creating impact, improvements and building capacity through effective collaboration with colleagues.

  • Reach, program quality, impact data review, analysis and sensemaking
  • Monitoring, advocacy/influencing and impact measurement and documentation
  • Knowledge management, learning and sharing
  • Development of global annual reports, learning briefs, presentations, workplans

Timeline for the assignment

The consultant will be invited to this role for up to 24 months (2026-2027). The assignment will need to include between 180-220 working days per year and is limited to a total maximum payable of NOK 600 000 per year.

Expected qualifications of consultant

  • Experience with women’s economic development programs e.g. VSLA, entrepreneurship, value-chain development, dignified work, the care economy, advocacy and policy change.
  • Extensive experience with social science methods, quantitative and qualitative methods.
  • Experience with humanitarian and/or development programs – design, implementation, reporting.
  • Experience with documenting learning and best practices.
  • Experience with Theory of Change and results frameworks.
  • Experience in implementing or evaluating project/programs/initiatives with NGOs or Civil Society Organizations.
  • Experience in facilitating evaluative processes: especially tracking down reach and impact data, reviewing documentation, facilitating dialogue with different actors, etc.
  • Strong self-management and direction.
  • Proactiveness and strong collaborative skills.
  • Ability to function in complex, changing environments, and to work with diverse and remote staff.
  • Fluency in oral English and excellent formulation skills in written English required, French and other languages are valuable assets.

Evaluation criteria

The applications will be evaluated based on the following criteria:

  • Consultant’s technical capacity, as described in this Terms of Reference (70%)
  • Consultant’s financial fee (30%)
